Judge Theodore Chuang
Maryland U.S. District Court
Theodore David Chuang was born in 1969 in Media, Pennsylvania. He earned an undergraduate degree from Harvard University and received his Juris Doctor from Harvard Law School. He clerked for a judge on the Ninth Circuit U.S. Court of Appeals.
Chuang became a trial attorney with the Civil Rights Division of the Department of Justice, then served as an assistant U.S. attorney in the Massachusetts District. He was counsel at a multinational law firm before he became deputy chief investigative counsel for the House Oversight and Government Reform Committee. He served as chief investigative counsel for the House Energy and Commerce Committee, then became deputy general counsel in the Department of Homeland Security.
Chuang was nominated by President Barack Obama to a seat on the U.S. District Court for the District of Maryland in September 2013. He was confirmed by the Senate and received his commission in May 2014.

Maryland District Judge Theodore Chuang has blocked the Federal Bureau of Investigation’s (FBI) move of its headquarters to the Ronald Reagan Building in Washington, D.C. The FBI director explained last year that the change in location from a planned new building in Maryland would be “the most cost-effective and resource-efficient way to carry out our mission.”
The state of Maryland sued President Trump’s administration over the diversion of funding from the project that had been decided in 2023. Judge Chuang cited the measures passed by Congress in 2022 and 2023 that gave the General Services Administration a three-site list outside of the nation’s capital for the new headquarters.
Judge Chuang wrote in his 47-page opinion that “the text provides no conditions under which the selection could be unilaterally rescinded or switched to a nonconforming site.”
The judge also cited the economic interests of the state of Maryland in his ruling. He noted that Congress could rescind or change the site-selection provisions.
